REVISION to the Risk Management Agency (RMA) Plan to Change the Dry Pea and Lentil Rotation Requirements for the 2019 and Succeeding Crop Years in Montana, North Dakota, South Dakota and Wyoming

This notice is being released to notify all interested parties that RMA will not change the current separate dry pea rotation and lentil rotation statements to a single combined dry pea and lentil rotation statement for the 2019 crop year. The current separate dry pea and lentil rotation statements will remain in effect for the 2019 and succeeding crop years.

During the week of April 30 the RMA Billings Regional Office (BRO) sent out email notices to regional contacts notifying them of the new dry pea and lentil rotation statement that would go into effect for the 2019 crop year.

Last fall the BRO sent out an information bulletin that was circulated by grower groups in the region stating the plan to change the dry pea and lentil rotation statement for the 2019 crop year and soliciting feedback and comments. The consensus at that time was in favor of the new rotation statement. However, new developments have occurred recently and there is no longer a general consensus among some industry stakeholders. The BRO was not aware of this recent development prior to sending out the previous email notice the week of April 30. Therefore, the BRO will table the new dry pea and lentil rotation statement at this time and will not consider any change until there is general consensus in the future. For the 2019 and succeeding crop years, the BRO will continue to publish the current less restrictive separate dry pea and lentil rotation statements in the Special Provisions of Insurance.
